First, I wouldn't say this is really lolita. You have a good grasp of the overall aesthetic and some of the design aspects, but there are just a few key points that keep it from being lolita.
The good: - Her dress has the appropriate full bell-shape. This is something that people commonly miss, so it's good that you noticed that this is part of the lolita silhouette. Her dress is also long enough. Lolita has some fairly strict modesty standards, and another thing people commonly miss is that the dresses/skirts are ideally around knee length, or a few inches above/below that. - The shoes work. Chunky maryjane type shoes are a bit old-school lolita, but still definitely lolita. (: - Some aesthetic details like the frills and lace. Little details like this can really bring out the 'lolita' look. - The headwear. Mini top hats are not really popular with real lolitas, and some actually loathe them, but it's still an appropriate accessory for lolita, and I think it works reasonably well the the overall look of her outfit.
What's not working so well: - The bare shoulders. Lolita dresses are very rarely strapless. Instead, they normally have either thick shoulder straps ('jumperskirt'), or have sleeves of their own. ('one-piece') Blouses are also commonly worn under jumperskirts. The bodices of lolita dresses will typically end at the natural waist. Here, it looks like the bodice drops low on the hips. The change usually looks pretty dramatic, since the smallness of the waist is emphasized by the sudden fullness of the skirt portion, but here is looks like it's gradually smoothing out into the dresses' bell shape.
